The procedure for implementing the "Risk Analysis" electronic system has been approved by the Ministry of Culture and officially registered in the state registry by the Ministry of Justice. Let's explain it in simple terms. Excessive paperwork and inspections without cause Under the new regulation, the electronic system automatically assesses the risk of entrepreneurs violating legal requirements.
The main advantage is that entrepreneurs are not required to submit any additional documents or information. The system independently retrieves the necessary data from the following legal sources.
First, from existing information systems of government agencies. Second, from statistical data and official reports.
Third, from appeals submitted by citizens. Fourth, from publications in mass media and social networks.
Scoring system and three risk levels The electronic system assigns a specific score to entrepreneurs based on the collected data and categorizes them into three main groups. The first group is the high-risk category.
The second is the medium-risk category. The third is the low-risk category.
If a business entity falls into the high or medium-risk group, preventive measures and scheduled inspections may be organized in accordance with current legislation. Those in the low-risk group are exempt from excessive inspections.
In simple terms, this means that oversight agencies will interfere less with entrepreneurs who operate honestly and legally. Important guarantee for entrepreneurs The most important point is that the risk level determined by the system cannot be directly used as a basis for imposing penalties or sanctions on the entrepreneur.
That is, even if the system labels you as high-risk, it does not automatically result in a fine or suspension of your activities. The risk analysis process is explicitly defined as not creating obstacles to business operations or directly interfering with their activities.
It simply serves as an intelligent assistant for oversight agencies, indicating which entrepreneurs require more attention.
In summary, the new system is designed to support entrepreneurs by protecting them from unnecessary inspections.
At the same time, preventive measures are applied to entities where there is a risk of violating legislation. For entrepreneurs in the film industry, this process will be implemented transparently and without human bias.
