Uzbekistan to launch digital platform for mapping shadow economy
By the end of 2026, a major digital platform called the Shadow Economy Map will be fully launched in Uzbekistan. This was reported by Zamin.uz.

The new system will automatically detect risks related to shadow economic processes, guide control measures appropriately, and minimize human involvement in this area to the greatest extent possible. The project was presented and approved in due order during the report on measures being taken to reduce the shadow economy, addressed to the head of state.

The main advantage of the new digital platform is its ability to work with a large database. According to the plan, the information systems of fifteen ministries and agencies will be fully integrated into the system.

This will allow for the collection and in-depth analysis of economic indicators in real time. The platform will cover all points of the country, including twenty-two economic sectors, five major industries, as well as all regions and districts.

The system will automatically classify companies and organizations into green, yellow, and red categories based on their risk level, using over a hundred special risk indicators. The Shadow Economy Map will simplify the work of supervisory bodies and help quickly escalate issues from the district level to the national level.

The platform will detect cases of unlicensed and unpermitted business activity, artificial reduction of inventory turnover by companies, and artificial understatement of the number of jobs, without human intervention. It will not go unnoticed by the system.

As a result of systematic measures taken, the shadow economy in the country decreased from thirty-five percent to twenty-three percent over the last two years. This allowed an additional thirty-eight trillion sums to flow into the state budget.

The number of officially employed people increased by eight and a half million, and the average monthly salary rose to approximately six and a half million sums. The government has set serious goals for the period up to 2030.

These include further halving the shadow economy, increasing the number of officially employed people to fourteen million, and raising the share of non-cash payments to seventy-five percent. According to developers, the platform’s analytical capabilities allow supervisory bodies to focus their activities precisely on areas where risks exist.

This, in turn, ensures that law-abiding entrepreneurs are not subjected to unnecessary interference.
