Uzbekistan has launched its comprehensive economic report
In Uzbekistan, a large-scale campaign is underway to reduce the shadow economy, determine the actual status of business entities, and organize the labor market. This is reported by One.uz.
Running from October 15 to November 30 this year, the campaign aims to register businesses and conduct a comprehensive review of economic entities. It was announced during a meeting with President Shavkat Mirziyoyev on proposals for the sector and is regarded as a strategic step toward building a transparent and fair economy.
The Essence and Purpose of the Comprehensive Campaign The main goal of the campaign is to fully inventory all economic units operating in the country, assess their actual status, and eliminate false indicators. Currently, 6.5 million people—or approximately 42% of the working population—do not fully report their income in official state records.
Their income remains in the “shadow,” which leads to insufficient protection of social guarantees such as pensions, seniority, and insurance. This situation deepens informal circulation in the economy and complicates the identification of the real burden on the labor market.
Results of the Campaign and Next Steps As a result of the campaign, only enterprises registered but not operating will be identified, while the actual scale of active businesses will be determined. Based on this data, it will be possible to properly plan tax policy, bring capital from the “shadow” into the legal sphere, and create statistical grounds for providing targeted benefits and subsidies to entrepreneurs.
Experts believe this campaign is not just an inspection, but a foundational stage in the structural organization of the economy. The comprehensive campaign could help bring the income of 6.5 million people out of the “shadow,” but this requires changes in the tax system that would demand full formalization of employee wages: reducing tax burdens, expanding electronic invoicing, and simplifying tax procedures for small businesses.
This path will not only strengthen the social protection system but also contribute to building a stable and fair economy.
