Construction of a gastronomic street in Yunusobod caused a dispute
The project to create a gastronomic street in the 8th district of Yunusobod, Tashkent city, has caused a serious dispute with the residents living in house 29. This was reported by Upl.uz.

Initially started as improvement works, the construction led to the erection of a large terrace very close to the house, the cutting down of green plants, and the ground floor apartments almost turning into a basement. The problem arose in December 2024 when road stones were replaced and the boulevard was being improved.

According to local residents, the work was stopped during the winter season and no clear plan was set. In spring, construction activity intensified, the boulevard was expanded, modern lighting fixtures, decorative arches, and sanitary facilities were installed.

Olga Smolyaninova, who lives in house 29, said that when irrigation pipes were laid, they hoped for the creation of a green zone. However, within a short time, machinery dug up all the plants.

In a conversation with representatives of the district administration, they proposed repairing the facade of the house and said that if refused, the residents would have to carry out the work at their own expense. Thus, the homeowners only agreed to the facade renovation.

However, at the end of June, construction of a metal terrace under the ground floor windows began. The residents call this structure an “overpass,” as it blocked the windows and created a platform at window level.

There was no warning or official agreement. According to Elena Pavlikova, a resident, they were only promised area improvement, but in reality, this structure was built without their consent.

They emphasize that there was no meeting or discussion. Olga Smolyaninova adds that they planted trees and bushes with their own efforts, but now most of the greenery has been destroyed, tree branches cut, and the ground covered with concrete.

According to residents’ measurements, the terrace is eight meters wide from the house wall and its height is less than window level. This causes problems contradicting privacy, safety, and sanitary requirements.

Zukhra Usmanova says that workers constantly look into the windows, there is no privacy, the metal surface heats up in summer, and it is difficult to open the windows. Also, to preserve the facade style, they are required to remove grilles and air conditioners.

She is afraid to open the windows because various debris might fall inside. The absence of a water drainage system on the terrace is also a major concern.

Olga Smolyaninova emphasized that trash accumulates under the windows and during the rainy season water flows toward the house wall, which may cause foundation damage. After a conversation with the builders at the end of June, residents learned that the main purpose of the project is to create a permanent gastronomic street.

Interestingly, the terrace was built only at house 29, where there are no commercial or dining establishments.

In July, a meeting was held with Doniyor Yusupov, deputy head of Yunusobod district administration.

The official confirmed that tables for customers would be placed on the terrace. The residents do not want to “live in a showcase,” and in response, the authorities recommended “selling the apartments.”

The city construction and communal services inspection emphasized in its official statement the importance of open dialogue and advised citizens to send complaints to authorized bodies. The Ecology Department is investigating the issue of cutting down green areas.

However, no official response has clearly assessed the legality and appropriateness of the terrace construction. According to the sanitary regulations in force in Uzbekistan, summer dining areas of permanent food establishments must be located at least 25 meters away from the windows and entrances of residential buildings.
