
On August 20, 2025, the Ministry of Justice of the Republic of Uzbekistan registered an important document — Order No. 3760 of the Minister of Internal Affairs. This was reported by Upl.uz.
This order approves the procedure for implementing probation control over persons serving sentences. This measure is aimed at improving forms of punishment that do not involve imprisonment.
From now on, probation authorities will establish comprehensive supervision over individuals whose certain rights are restricted during the serving of their sentence, those involved in compulsory or corrective labor, as well as persons who have received conditional sentences or have been released early on parole. The main task is not only to monitor but also to actively assist them in social rehabilitation.
The goal is to develop a culture of law-abiding behavior among offenders and to strengthen respect for the law. To effectively fulfill these tasks, the new directive introduces a system of incentives and disciplinary measures.
As incentives, letters of appreciation and honorary badges may be awarded. Also, disciplinary penalties previously imposed for good behavior can be revoked before their term expires.
Probation authorities have been granted the right to submit documents to the court for partial or full cancellation of restrictions and obligations. An important aspect is that the probation service is required to consider the possibility of incentives for offenders at least twice a year, as well as before major holidays.
Additionally, the directive establishes the procedure for registering offenders with probation authorities, in accordance with their sentence and imposed restrictions. These innovations serve to make the execution of sentences more fair and effective.
