
By the resolution of the Cabinet of Ministers, the procedure for selling land plots through electronic auctions and providing state services in the cadastral field has been improved. This was reported by Zamin.uz.
This new procedure is aimed at effectively developing entrepreneurial activities and urban planning works in the country. According to the resolution, the control system over land plots not intended for agriculture will be strengthened, and the possibility of consolidating lands purchased on the basis of lease rights will be created.
These changes serve to ensure stability in land-legal relations, as well as to improve the investment environment in small industrial zones and youth industrial-entrepreneurship areas. The new procedure introduces a number of reforms to simplify state services, reduce bureaucratic barriers, and create favorable conditions.
In particular, the directorates of industrial zones are recognized as customers in the sale of land plots through electronic online auctions. Starting from September 5, 2025, vacant land plots in youth entrepreneurship zones located in remote and desert areas will be sold at a symbolic price, that is, for one soum, through electronic online auctions.
This process is carried out in a separate section of the Yerelektron automated information system. The auction winner who acquires a land plot for multi-apartment housing construction will conclude an electronic contract with the local authority.
According to the contract, 15 days are allocated for preparing pre-project documents, 2 months for performing project works, and 3 months to start construction. If these requirements are not met, the land plot will be reclaimed and put up for resale.
Additionally, construction processes on lands purchased at auctions are continuously monitored through the “Online Mahalla” electronic platform. This mechanism allows transparent tracking of all stages of construction.
As a result of the new procedure and reforms, the process of land use for entrepreneurs and the population will be facilitated, and further development of the construction and investment environment in the country is expected. Source: Zamin.uz.
