
The tiered payment-contract system for the 2025/2026 academic year has been updated by the Ministry of Higher Education. This was reported by Zamin.uz.
This system applies to applicants who scored 56.7 points or higher in the entrance exams but were not recommended for admission. The payment-contract amount is independently determined by the rectors of universities and higher education institutions.
The minimum payment amount for each bachelor's program and form of education is set separately. For applicants who scored up to 4.05 points below the admission threshold, the payment-contract amount is determined in accordance with Resolution No. 578 of the Cabinet of Ministers dated September 13, 2025.
For those scoring below 4.05 points, the payment-contract amount is set by rectors at no less than three times the base payment-contract. All higher education institutions will approve the new minimum payment amounts by September 25, 2025, and publish them on their official websites.
Applicants are given the opportunity to pay 50 percent of the one-year tuition fee by October 31, 2025. This measure aims to ease the financial burden.
Applicants recommended for admission based on state grants or payment-contracts as a result of entrance exams will be allowed to study under the tiered payment-contract system according to their preferences. The new system creates additional opportunities for applicants, broadening their educational choices and addressing financial requirements.
