Expansion of rights for detainees
New regulations aimed at expanding the rights of persons held in detention in Uzbekistan are expected to be introduced. This was reported by Zamin.uz.

On November 18, 2025, the Legislative Chamber of the Oliy Majlis approved the draft law in the first reading in this direction. This project aims to improve conditions in investigative detention centers, align current rules with international standards, and strengthen a humanitarian approach.

It places significant emphasis on extending prisoners' time for walks and their financial capabilities. According to the current regulations, prisoners are granted the right to be outdoors for at least one hour per day.

Under the new regulations, this period will be extended to two hours on rest and holiday days. At the same time, opportunities for engaging in physical exercises will also be expanded.

Financial restrictions are also expected to be changed. According to the existing rules, prisoners can spend up to 50 percent of the minimum monthly wage, that is, up to 635,500 soums, for their needs.

Once the new law comes into force, this limit will increase to 100 percent, that is, up to 1,271,000 soums. Additionally, the project includes other supplementary provisions aimed at improving living conditions in investigative detention centers.

The Ombudsman emphasized that these changes will serve to strengthen humanitarian principles and bring national legislation closer to international experience. Source: zamin.uz.
