According to a new decree signed by the head of state aimed at creating favorable economic and administrative conditions for the growth of small business entities, a procedure for the short-term official hiring of employees will now be introduced. This innovation will help resolve long-awaited problems for many entrepreneurs in the service sector.
According to the established procedure, starting from June 1, 2026, owners of cafes, restaurants, and hotels will be able to register certain categories of workers through a simplified method via a special mobile application of the labor authorities. This system allows for the legal engagement of an employee for a short period—one day or several days—on the very same day.
This process will reduce the need for excessive paperwork and complex contracts, helping to formalize labor relations quickly. This reform will be particularly useful during holiday events, large ceremonies, or periods of increased seasonal customer flow.
Usually, in such situations, entrepreneurs need additional staff, but due to the complexity of the official short-term hiring process, they have often relied on informal agreements. The new system brings this process within the framework of the law.
According to explanations from Tax Committee officials, an entrepreneur can now immediately register an employee in the system on the condition of payment for one day of labor. The new procedure is considered beneficial not only for employers but also for the citizens working.
This is because a formalized job ensures the protection of the employee's labor rights and ensures that their work experience and earnings are transparent. In this way, the share of the shadow economy in the sector will decrease, and a healthy competitive environment will be formed in the labor market.
