
On March 11 of this year, the President's decree No. PQ-100 established the main directions for ensuring stable heat energy supply to residential buildings and structures, as well as increasing the energy efficiency of buildings over the next 5 years.
In particular:
- a unified state policy will be implemented in the field, strategic proposals will be developed based on advanced foreign experiences, and an organization will be established to manage and coordinate the activities of heat supply enterprises;
- the installation of local boilers in the heating systems of multi-apartment buildings with four or more floors that are not connected to centralized heat supply and the introduction of other alternative technologies will reduce the gas demand of a single apartment by at least 20 percent.
Additionally, the following measures will be implemented, including:
- the outdated 103 boilers and 1.6 thousand kilometers of heat networks in centralized heating systems will be updated;
- 9 modernization projects will be implemented on the basis of public-private partnerships, with the participation of international financial institutions in 13 cities and districts;
- the coverage of centralized heat supply will be increased from 37 percent to 58 percent, and losses in the system will be reduced from 38 percent to 20 percent.
