The Minister of Emergency Situations and his deputies were dismissed due to the increase in bureaucracy and violations of fire safety regulations during construction permits and building handovers. This was stated by President Shavkat Mirziyoyev at a meeting of the National Council for Combating Corruption. “To eradicate corruption at its roots, special attention is being paid to reducing the human factor and bureaucratic practices. For example, during the process of allocating land to the population, citizens were often caught between the mayor and about ten agencies. Overall, this sector had become a “hotbed” of corruption. With the complete abandonment of land allocation by mayoral decision and the transition to an auction system, this system has become more popular among the people. The construction sector was one of the most corrupt areas. After the implementation of the “Transparent Construction” program, positive changes are also being observed in this direction. Previously, the number of contractors involved in the construction of projects included in the investment program was less than a thousand. Last year, more than 4,000 contractors participated in the construction of 13,500 projects. Due to the digitization of the sector, 3.6 trillion soums of budget funds were saved over the past four years. However, due to the increase in bureaucracy and violations of fire safety regulations during construction permits and building handovers, last week the Minister of Emergency Situations and his deputies were dismissed,” the state leader's press service reported. At the end of February 2025, Abdulla Qoldoshev left the position of head of the Ministry of Emergency Situations. Since 2018, he had effectively been the head of the ministry as the first deputy minister of emergency situations, and he was officially appointed as minister in March 2022. His position was taken by military prosecutor Botir Qudratxo‘jayev. On March 4, new deputies were appointed to the minister: Khurshid Sotiyev began working in the position of deputy minister for emergency prevention, and Nuriddin Qodirov started as deputy minister for personnel issues and spiritual-educational work. As a result of operational-search activities conducted by the DXX, the activities of a criminal group consisting of 17 tax office employees, 1 customs officer, 1 bank employee, 1 first deputy district governor, and 18 officials of entrepreneurial entities were exposed. It has been established that this group organized 8 fake enterprises from 2020 to 2023 and unlawfully obtained a refund of the negative difference amount of 15% value-added tax (VAT) designated for the fictitious export of furniture products abroad, embezzling a total of 24 billion 580 million soums of budget funds. The activities of the criminal group were coordinated by a former employee of the tax authorities, and this individual unofficially led the enterprises that were registered in the Yangiqo‘rg‘on district of Namangan region, although their legal addresses were unjustifiably changed frequently, with names of individuals unrelated to the business being listed as official leaders. Additionally, although the type of activity of the enterprises was designated as furniture manufacturing, in reality, they did not carry out any production. Furthermore, the reports indicated that supposedly produced finished products were exported to Kyrgyzstan. However, during the inspection process, it was revealed that no export operations had been conducted, the seals of the enterprises were forged by the organized group, export contracts were fabricated, and the above-mentioned value-added tax funds were illegally refunded from the state budget. Based on the situation, a criminal case was initiated under Articles 167, 179, 184, 209, and 228 of the Criminal Code, and investigative actions were carried out. During the investigation, 6 billion 808 million soums were recovered to the state. Additionally, to compensate for the damages, property worth 6 billion 300 million soums was seized, including 1 multi-story private medical clinic building, 1 car wash branch, 2 residential apartments, 6 vehicles, as well as telephone and computer equipment. In the criminal case, the Mirzo Ulug‘bek district court sentenced 14 out of 38 defendants to imprisonment for a term of 5 years and 6 months to 7 years and 6 months. Moreover, various terms of imprisonment were imposed on 18 individuals, with a mandatory obligation to compensate for the material damage within 2 years, applying Article 72 of the Criminal Code, along with a probation period of 3 years. Additionally, a restriction of freedom sentence for a term of not less than 2 years was imposed on 6 of the defendants.

In Uzbekistan, taking into account the errors in technical devices and vehicles, it is proposed to raise the practice of subtracting 5 km/h from the officially determined speed to 10 km/h. The relevant directive was signed by Deputy Prime Minister Ochilboy Ramatov on July 24 of last year. The document was announced by former deputy of the Legislative Chamber Rasul Kusherbayev. According to him, the draft regulatory document on this matter has already been prepared. If the relevant decision is adopted, drivers in urban areas will be able to travel at a speed of 70 kilometers per hour (60+10) without the risk of being fined. Starting from April 5, 2023, the maximum permitted speed for vehicles in all cities of Uzbekistan was reduced from 70 kilometers per hour to 60 kilometers per hour. The directive also establishes the implementation of allowing the recording of traffic violations related to the continuous 1.1 road marking line that separates lanes in one direction on roads that comply with SHNQ and GOST requirements. Furthermore, it is proposed to make it mandatory to indicate expanded information about the technical devices recording violations (type, factory number, and comparison certificate) in the penalty decision. The Ministry of Internal Affairs' "Safe City" center will be designated as the authorized body to oversee the installation and operation of a specially automated photo and video recording system for traffic rule violations on roads by business entities. By May 1, 2025, the Ministry of Internal Affairs must develop a unified state standard for the implementation, launch, and use of photo and video recording information systems (server devices, photo and video recording cameras). The "Safe City" center will also regularly review the photo and video recording devices installed by all business entities and conduct tests in accordance with the established procedure.

To prevent misunderstandings, the Committee requested that no orders be placed on the Temu platform starting today. “If an order has been placed before this, it is recommended to arrange for a refund on the platform,” the statement added. Since ancient times, our people have had "creators from nothing" – those endowed with limitless imagination and creativity. Every item, every task, every idea that came into their hands had its own unique aesthetic and functional significance. The most important aspect of their life activities was the pursuit of maximizing benefits from limited resources, creating innovations and enjoyable things within the confines of limited possibilities. For example, preparing delicious new dishes from existing products at home, beautifying the living space by repurposing old, useless, and expired items, building beautiful homes from stone, brick, and earth – all of these are the fruits of the creative potential and economic thinking of "creators from nothing." Through their labor and creativity, they not only created material wealth but also provided spiritual satisfaction to their family members. Such individuals have earned respect in society and are held in high esteem. However, a new category has emerged in modern society – "destroyers of what exists." The increase in prosperity and material wealth during the current era of abundance has led many to extravagance, carelessness, and indifference towards material wealth. For "destroyers of what exists," the main focus is solely on consumption, replacing old items with new ones, and indulging in the pleasures of the present day. They are not interested in recycling old items, frugality, or creation. They are primarily consumers of what others have created; on one hand, such a category is necessary for the smooth functioning of the economic wheel of society. In their psychological portrait, instead of frugality and rational action, a high level of desire and blind consumerism prevails. As a result, material wealth is rapidly consumed, the amount of waste continues to increase, and most regrettably, ecological balance is disrupted. When researching the psychological aspects of individuals in this category, it is crucial to pay attention to their irresponsibility, carelessness, and indifference towards the future. In fact, both categories are necessary for societal development; if we were to label one as good and the other as bad, it would not be an objective assessment. In comparing the two categories, the following psychological aspects can be observed. "Creators from nothing" tend to strive for creation, are inclined to solve problems, and possess high economic thinking, while "destroyers of what exists" show little frugality, have low levels of satisfaction, and exhibit a constant desire for new things along with indifference towards the old. The psychological differences between these two categories are primarily evident in the nature of their needs, sense of responsibility, and attitudes towards the future. I did not write that both categories are important for the stable development of society without reason. The creativity and frugality of "creators from nothing" contribute to societal development, while the consumption promoted by "destroyers of what exists" adds to the rapid turnover of the market economy. So, what is the problem, you ask?! I believe the problem lies in the increasing number of the second category and the decreasing number of the first category. Of course, I do not have any specific statistical figures or scientifically substantiated foundations for this. This is my conclusion based on my observations. Therefore, it is essential to pay special attention to fostering frugality, striving for creation, and instilling a sense of responsibility in the educational process. A special railway bridge will be constructed over the river. Then it will continue through the Toyloq and Samarkand districts to the Urgut district. Stations will be established in the densely populated areas of the Jomboy, Samarkand, Toyloq, and Urgut districts where the railway passes. For example, a station will be built near the "Jartepa" border customs post located in the Urgut district, which borders Tajikistan. This will allow Tajik citizens to travel through our country by railway. "This new network is one of the major projects in our country's railway sector. In our religion, the correctness of every action and its acceptance by Allah is dependent on the intention. Similarly, making an intention is a requirement for fasting. Without intention, there is no worship. The obligatory aspects of the fast during the month of Ramadan are three: intention, abstaining from eating and drinking from dawn until sunset, and abstaining from sexual relations. In essence, intention is something that occurs in the heart. Only the intention made in the heart is considered valid. If one makes an intention verbally but has nothing in their heart, their fast will not be valid. As Mawlono Aliy Qoriy said, making an intention verbally is a commendable innovation, meaning it is considered an acceptable action. Accordingly, one should express the intention from the heart and say something like: "I intend to fast during the month of Ramadan from dawn until sunset." Indeed, our jurisprudential books state that making an intention verbally is also a Sunnah ("Olamgiriyya", "Kofiy", "Nihoya", "Nahr"). All the scholars of our school have stated that one should make a separate intention for each day of Ramadan ("Fatovoyi Qozixon"). However, in the Maliki school, it is permissible to make one intention for the entire month of Ramadan. Imam Najmiddin Nasafiy stated that simply waking up for Suhoor during Ramadan counts as an intention. However, waking up for Suhoor serves as an intention only for that specific day and does not carry over to other days. The time for intention begins after sunset each day; any intention made before that does not count (Saraxsiy "Muhiyt"). If a person makes an intention for the next day's fast before sunset but then falls asleep or loses consciousness or is unable to renew their intention for any reason before sunset, their intention does not count. However, if they make the intention after sunset, it is valid ("Xulosa"). There is no difference regarding intention between a traveler and a resident ("Tabyin"). It is preferable to make the intention at its proper time, that is, at night. However, making the intention during the day is also permissible. Additionally, the intention should be clear and specific, meaning one should clearly and definitively state which fast they are intending to observe ("Ixtiyor"). If someone falls asleep and is unable to wake up for Suhoor, but wakes up after sunrise and makes an intention for the fast without eating or drinking anything, according to our school, their fast for that day will be valid. The same applies if they wake up before sunrise. In both cases, they can still make the intention for the usual Ramadan fast. However, consistently doing this (i.e., making the intention for the fast after dawn or after sunrise) is not advisable. This is because, in other schools, this practice is not permissible at all. Indeed, our Prophet (peace be upon him) also said: "Whoever does not make an intention for their fast before dawn, their fast is invalid" (reported by Abu Dawood and Tirmidhi). For missed and compensatory fasts, it is necessary to make the intention in the evening and to specify the fast that will be observed ("Niqoya").
