
The State Duma of Russia is considering a bill that completely bans the use of insulting words on the internet. This was reported by Zamin.uz.
If this document is adopted, it will apply to all social networks and online platforms. According to the author of the bill, member of the State Duma's Information Policy Committee Andrey Svinsov, using offensive language on the internet, as on the street, is considered a violation of public order.
He said: “If insulting words are used near a metro station or a restaurant, it is considered petty hooliganism. These rules must also be applied to the online space.” Svinsov proposes granting special powers to "Roskomnadzor" during the implementation of the law.
With these powers, content containing insulting words on the network will be automatically blocked without involving law enforcement agencies additionally. In August, Deputy Svinsov presented a bill to the State Duma that restricts materials containing obscene expressions.
According to this law, posts containing insulting words on social networks must be edited or masked with special symbols. The list of prohibited words includes those starting with the letters “x”, “p”, “ye”, “b” and their forms.
If such materials are distributed without marking, they will be deleted or access to the resources will be restricted by "Roskomnadzor". This bill aims to strengthen moral standards on the internet and serves to maintain public order.
