
The issue of providing financial incentives to individuals who report poor-quality products in Uzbekistan has been introduced for legislative discussion. This was reported by Zamin.uz.
The draft law "On Market Control," presented by the Ministry of Justice on August 21, 2025, outlines the regulations in this regard. According to the draft, if a product released to the market does not meet established standards and requirements, the manufacturer, importer, or distributor is required to report this information to the market control authority within 10 days.
Additionally, it is mandatory for the authorized representative of the manufacturer or the importer to deliver the received information to the manufacturer within ten days. Ordinary citizens will also have the right to report poor-quality products to market control authorities, and a procedure for their financial incentivization is planned to be introduced.
The Cabinet of Ministers will approve the procedure for rewarding those who report such cases within four months. Furthermore, within six months, a methodology for identifying moral damages based on advanced foreign experience will be developed.
Government decisions will be aligned with the law, and regulatory documents of executive bodies that contradict the law will be annulled. The draft also envisages that, to improve the activities of courts, the Supreme Court of Uzbekistan will create a database within three months containing information on cases where moral damage compensation was awarded over the past three years.
This database will be regularly updated and used by courts when issuing rulings. Experts believe that this initiative will serve to ensure public safety, curb the sale of poor-quality products in the market, and effectively protect citizens' rights.
