
The President of Uzbekistan has approved a comprehensive strategy aimed at protecting children from all forms of violence and cruelty. This was reported by Zamin.uz.
This document establishes a legal framework for identifying, preventing, and eliminating violence against minors, as well as for rehabilitating victims. The strategy is designed for the period 2026–2030, with a separate program approved for the first two years.
Within the framework of the strategy, new institutions will be established starting from February 1, 2026. In particular, a professional foster family service will be introduced for children taken from unfavorable environments.
Foster parents will undergo special training and will receive a monthly allowance amounting to twice the minimum wage for each child. Additionally, social support centers will be opened for children in need of protection.
From September 1, 2026, legal assistance will be guaranteed by the state to children who have suffered from or witnessed violence. Furthermore, the initial testimonies of such children will be video recorded to prevent secondary psychological harm.
Employees in the fields of education, healthcare, and social protection will be held administratively liable for concealing cases of violence. To address family issues, a "caring family" service will be launched in March 2026.
This service will provide parents with free family therapy. Up to 5 percent of quotas will be allocated to special educational institutions for children in socially dangerous situations.
Moreover, the Tashkent branch of the Russian State Pedagogical University named after Herzen will be transferred under the jurisdiction of the National Social Protection Agency, with the development of training programs in inclusive education, social work, and psychology. By April 1, 2026, the "Unified National Social Protection" electronic platform will be launched.
This platform will consolidate information about children in need of assistance and individuals prone to violence. Short-term courses will be organized for investigators, prosecutors, judges, social workers, and lawyers within the strategy.
