Responsible persons for safety in neighborhoods clearly identified
On January 5, 2026, the President signed a decree “On additional measures aimed at introducing an integrated targeted work system to create a safe environment in the republic’s neighborhoods.” This was reported by Zamin.uz.

According to this document, responsibility is clearly assigned to prevent crime in neighborhoods, promptly identify problems, and resolve them on site. Throughout 2026, responsible leaders will be personally assigned to neighborhoods in the regions to ensure safety.

This will designate accountable persons for each hazardous area. Now the question “who is responsible?” will no longer remain unanswered.

Neighborhoods with a severe criminogenic situation will be assigned to district or city mayors, prosecutors, and heads of internal affairs bodies. The goal is to improve the difficult situation not only on paper but through practical actions.

Additionally, for neighborhoods classified as “red” for the past 5 years, the National Guard and heads of regional internal affairs departments will be responsible. Security measures will be strengthened in such areas.

Neighborhoods classified as “red” for the past 3 years will be assigned to educational and scientific institutions to enhance analysis and prevention mechanisms. The first deputies of regional prosecutors and internal affairs leaders will be responsible for the most complex districts and cities.

Areas with high rates of female crime, alcohol consumption, and family conflicts will be placed under the supervision of heads of family and women’s affairs, health, and justice departments. The main purpose of this decree is to ensure that no problematic area is neglected, to detect causes of crime early, and to take precise measures.

Safety in neighborhoods is not only about surveillance cameras. This system includes responsibility, prevention, and regular communication.

The new regulation requires each leader to take personal responsibility for their area. Now the main focus will be on practical results rather than just decisions.
