Cash payments in real estate sales will be banned starting from 2026.

Significant changes are being implemented in Uzbekistan to make the real estate market more transparent and protect public interests. Zamin.uz reported on this matter.
Starting from the first quarter of next year, specifically April 1, 2026, cash payments will be prohibited in the process of buying and selling residential properties. All contracts must be officially registered through banks.
These measures aim to reduce the shadow economy, ensure accurate accounting within the tax system, and strengthen order in the market. According to the rule, a cashless payment system will be introduced for any goods and services valued over 25 million soums.
This requirement will also apply to obtaining state services, making utility payments, as well as the sale of alcohol and tobacco products. Additionally, cashless transactions will be mandatory when selling automobiles produced within the last ten years.
One of the most significant and important changes is the mandatory introduction of an escrow system in the construction sector. According to the new draft law, funds paid by buyers will no longer be transferred directly to construction companies.
Instead, a special account will be opened in the bank for each client where the money will be held. The construction company will only receive its funds from this account after the building is fully completed and all documents are formalized.
This ensures citizens' safety and eliminates the problem of unfinished housing. Currently operating on a voluntary basis, this system will become mandatory across the entire country starting July 1, 2026.
The state authorities plan to approve the draft law soon and take measures aimed at reducing risks in the construction sector. These updates will help create a reliable and safe environment for both current citizens and future generations.
