Obstacles to Entrepreneurship and Land Reform Progress Under Criticism

Opening wide paths for entrepreneurship and the rational use of land resources have become priority areas of state policy in Uzbekistan's transition to a new economic stage, Zamin.uz reports. At a recent meeting chaired by the Head of State, existing shortcomings and delays in the sector were severely criticized.
Fundamental reforms will now be implemented to completely eliminate bureaucratic barriers and open new doors of opportunity for entrepreneurs. Analysis shows that numerous problems regarding land privatization have accumulated over the years.
For instance, in 2025, a significant portion of over one hundred thousand applications from citizens wishing to privatize land was rejected due to the lack of regional master plans. As a result of such artificial obstacles, hundreds of billions of soums in potential budget revenue were lost, and thousands of hectares of land remained excluded from economic activity.
To rectify this situation, officials have been tasked with creating an entirely new system for reviewing applications within a short timeframe. A transparent online platform will be launched to provide responses within minutes without human intervention.
This will help end corruption while saving citizens' time and money. Special attention was also paid to the quality of regional master plans.
It was established that plans must not remain merely on paper; they must clearly indicate when and from which sources infrastructure networks such as water, gas, electricity, and roads will be constructed. Uncertainties in this regard lead to unjustified increases in infrastructure costs.
Consequently, regional governors have been tasked with preparing comprehensive programs for implementing master plans with specific financial sources. As part of the facilities being created for entrepreneurs, annual surcharges applied to installment payments for privatized objects have been abolished.
This innovation provides additional financial opportunities for business representatives. In the construction sector, strict requirements will be set for the use of modern technologies and ensuring the seismic resistance of buildings.
