In the third quarter of 2025, the results of the comprehensive exam required for working and legally residing in the Russian Federation were announced. This was reported by Zamin.uz.
According to the Ministry of Science and Higher Education of Russia, a total of 275,609 people participated in the test exams on the Russian language, Russian history, and basics of legislation. Of these, 86.9 percent of migrants successfully passed the exams.
The comprehensive exam can be taken at 203 specialized centers operating in Russia and other countries, including Uzbekistan and Tajikistan. Of these centers, 88 belong to Russian universities, with 82 under the jurisdiction of the Ministry of Science and Higher Education of Russia.
The presence of test centers in CIS countries significantly facilitates the process for labor migrants. Certification is conducted at three main levels, and the levels are determined according to the migrant's goals in Russia.
The first level is intended for obtaining a patent to work in Russia. The second level is required to obtain temporary residence permit (TRP).
The third level is aimed at obtaining a permanent residence permit (PRP). The exam consists of three sections.
The first section assesses the level of proficiency in Russian as a foreign language. The second section tests knowledge of Russian history, and the third section covers the basics of Russian legislation.
This system plays an important role for migrants in formalizing the processes of working and living in Russia.
