
The Legislative Chamber of the Oliy Majlisi of the Republic of Uzbekistan approved a draft law imposing severe fines for the illegal import, production, storage, and use of portable laser beams in the second reading. This was reported by Upl.uz.
This draft law was developed due to the increase in the illegal circulation of lasers within the country. Such actions pose a significant threat to the lives and health of citizens, the safety of aircraft, and public order.
According to the new amendments to the Administrative Responsibility Code of the Republic of Uzbekistan, the following fines have been established depending on the type of violation and its public danger: for illegal use of laser beams, fines ranging from 15 to 25 basic calculation amounts, that is, from 6.1 to 10.3 million soums; for their production, preparation, and storage, fines ranging from 15 to 30 basic calculation amounts, that is, from 6.1 to 12.3 million soums; and for illegal import into the territory of Uzbekistan, fines ranging from 25 to 50 basic calculation amounts, that is, from 10.3 to 20.6 million soums. The adoption of this draft law indicates the seriousness of the issue of uncontrolled use of laser devices.
In particular, high-powered portable lasers can cause irreversible damage to human eyes, distract the attention of aircraft pilots, and thus pose a threat to flight safety. Furthermore, there is a possibility that such devices may be used to disrupt public order or for criminal purposes.
The introduction of large fines aims to create an effective mechanism to prevent these violations and reduce their recurrence. This, in turn, will help decrease incidents related to illegal laser circulation and enhance public safety in the country.
