
On March 14, a press conference was held at the AOKA with the participation of the leadership of the Ministry of Internal Affairs' Department for the Prevention of Offenses regarding the system of ensuring a safe environment in neighborhoods and preventing offenses. Journalists asked about the recent frequent observations of preventive inspectors "catching" women whose husbands have gone to work, and what measures are being taken to prevent this.
"You mentioned those corrupt employees. I believe that there are such people in every system... In the selectors held by our leader in 2024, very strong objections were raised regarding the shortcomings of preventive inspectors, the decline in loyalty to the homeland, and their involvement in corrupt and dishonest practices. Following that, based on the minister's order, we conducted extraordinary attestations across the republic starting from October 2024.
During the attestations, conversations were held with employees who tarnish the image of the system, have low levels of knowledge, and are rude in their dealings with citizens. Their knowledge levels were checked, and about 300 preventive inspectors were dismissed from the internal affairs service, and nearly 100 were removed from their positions. Fortunately, the negative situations that arose on social networks occurred in 2024. As of 2025, after three months, such negative situations have not occurred.
This is also under very strict control by our personnel department and inspection. It has been determined that every preventive inspector's activities in the neighborhood will be monitored regarding when they go out, where, and when they are active. Extraordinary attestations will be conducted again; we will not stop. We will continue these attestations until we have sufficient personnel that meet the demands of our leader, the government, and our Minister of Internal Affairs," said the Deputy Head of the Department for the Prevention of Offenses of the Ministry of Internal Affairs, Colonel Rahimjon Naimov.
"Every employee working in the field of prevention is trained throughout the year at the Ministry of Internal Affairs' professional development institute by the responsible personnel of the department for spiritual and educational work and staffing. Measures aimed at strengthening professional knowledge and skills, working in the spirit of loyalty to the homeland, and enhancing service discipline have been established.

If, after all this knowledge and experience, the corruption of employees does not change or their sense of responsibility towards service does not increase, they will be subjected to extraordinary attestations," added another deputy head of the HPX, Colonel Umida Abdullayeva.
It should be noted that in January of this year, a preventive inspector was caught at the home of a woman whose husband was in Russia, during the night by her husband's relatives in the Shovot district of the Khorezm region. The Ministry of Internal Affairs has stated that the issue of dismissing the employee from the internal affairs bodies is being considered for these actions
