Recently, due to the nearly twofold increase in the cases of foreign nationals being expelled from Russia, lawmakers have proposed revising the content of the mandatory exam for migrants. This was reported by Upl.uz.
Deputies from the “New People” faction in Parliament have officially appealed to the Ministry of Science and Higher Education, suggesting the inclusion of rules regarding relations with women in Russian society in the test content. According to the authors of this measure, it serves as a response to concerning statistics.
In 2024, 190 thousand decisions were made regarding administrative expulsion, deportation, and readmission. This figure is 93.8 thousand more compared to 2023.
Deputies emphasize that among the grounds for expulsion, violations related to public order are more common. In particular, cases of disrespect, harassment, and assault against women are increasing.
Lawmakers stress the necessity of introducing preventive measures despite the strengthening of deportation mechanisms. The goal is to form basic understanding among foreigners coming to the country about cultural and legal norms.
According to the proposed amendment, alongside the existing comprehensive exam covering the Russian language, Russian history, and fundamentals of legislation, rules regarding relations with women are also planned to be included. In the new mandatory section, foreign nationals should be provided with clear information about the legal consequences of any harassment and violence against women.
The document states that a full explanation must be given that such actions lead not only to administrative but also criminal liability. If this initiative is implemented, the number of conflict situations will decrease, the safety of women in public places will improve, and as a result, public trust in the state migration policy will be strengthened.
In some countries, such as Canada and Australia, special cultural orientation programs exist for immigrants, which include not only language and laws but also social norms, ethics, and gender equality issues. This helps newcomers adapt quickly and successfully to society.
