
The press service of the Ministry of Construction and Communal Services of the Republic of Uzbekistan has issued an official statement commenting on recent allegations of corruption. This was reported by Upl.uz.
On August 29, 2025, during an open dialogue with entrepreneurs operating in the construction sector, entrepreneur Usmonjon Abdusamatov expressed his views on unjustified refusals and the presence of corruption in the construction field. He emphasized that additional expenses during the process of obtaining a construction permit could reach from 100,000 to 200,000 dollars.
After carefully reviewing this information, the Ministry expressed its position. All state services and payments in the construction sector are carried out exclusively in electronic form.
This prevents the demand for additional funds. Submission of documents is only carried out through the my.gov.uz portal or State Services Centers, so there is no direct communication between applicants and officials.
In recent years, the Ministry has implemented a number of reforms aimed at reducing bureaucratic barriers and human factors. All stages of construction—from obtaining permits to commissioning the facility—are fully monitored through the national "Transparent Construction" information system.
These processes are strictly regulated by decisions of the Cabinet of Ministers. In accordance with the decisions of the President and the Cabinet of Ministers, a one-time fee per cubic meter of construction has been introduced in Tashkent city.
These funds are directed to the city development fund and are used for the creation of engineering and communication networks as well as transport infrastructure. The Ministry has appealed to entrepreneurs and citizens to report cases of corruption.

Additionally, appeals can be made via the Telegram bot at @QurilishKomplayensbot. The Ministry of Construction and Communal Services has confirmed its commitment to the principles of transparency, legality, and openness in its activities and announced its readiness to respond to all arising questions.
