He committed a murder at the age of 17. He was pardoned and released in 2009. However, in the same year, he committed a second murder. In 2009, he was sentenced to 18 years of imprisonment. Without drawing the appropriate conclusions from his crimes, he escaped from the correctional facility in 2016. During his 11 months of being on the run, he stole $105,000 from a foreign citizen. — We have three children in the family, and my mother raised us alone. I committed my first crime at the age of 17. At that time, my accomplice and I beat up a boy, and unfortunately, he died from the injuries he sustained. We have three sons in the family, and my mother always told us that we needed to study. However, my inclination towards conflict and fighting led me into many problems. I was sentenced to 13 years, while my criminal accomplice received 11 years. At that time, I was only 17 years old, so I was pardoned. I was released in 2009, but in the same year, I had a serious altercation with a person and inflicted serious injuries on him with a sickle. He also died, and I was sentenced to 18 years of imprisonment for my crime. I was released to the designated colony in 2016. There, I was taken out for cotton picking. Unfortunately, thinking briefly, I escaped from there and hid for 11 months. Even when I heard the siren in the neighboring neighborhood, my heart would race. Living on the run is not easy; due to financial difficulties, I committed a burglary in one of the houses in the Keles district of Tashkent region. I did not know the homeowners beforehand, and I did not have a criminal accomplice. I broke into the house at midnight and stole $105,000. I used $5,000 for my needs while hiding. However, a person who commits a crime will eventually be caught; I was apprehended and returned to the correctional facility. Additionally, I was tried again under Article 169 for my last crime. Thinking about it, I have spent my life in the zone and designated colony since I was 17. I have never truly experienced the joys of youth; I have not been able to start a family or have even one child by this age. I have lost a lot. On January 29, President Shavkat Mirziyoyev got acquainted with the construction works being carried out at the Islamic Civilization Center in Uzbekistan. This complex is a huge and unique project that has never been seen in our history. Today, the magnificent building is being erected, and the construction has entered its final stage. This center was initiated based on the decision of our President on June 23, 2017, and on the day of the Ramadan holiday in 2018, the head of our state laid the foundation stone. The harmony of national domes and porticos, along with beautiful patterns, gives it a special beauty and grandeur. On all four sides of the complex, porticos with a height of 34 meters have been built, and a dome of 65 meters has been erected in the center. At the very core of the center, a hall for the Holy Quran is being constructed. Here, the spiritual gem of the Muslim world – the ancient Uthman Mushaf will be placed. Additionally, copies of our holy book written during the times of the Samanids, Qarakhanids, Khwarezmshahs, Uzbek Khan, Timurids, and other historical dynasties, as well as their translations in old Uzbek, will be displayed. Samples of the rarest manuscripts of the Quran in the world will also be included. – Many books related to our rich and unique heritage, manuscripts scattered across various countries, and unique information and works of art were unfortunately unknown to us. This center has enabled us to take significant steps in studying history, and new sources have emerged. Now, what will be the impact and result of these? They should not just be preserved as monuments but actively integrated into scientific consumption, conveyed to our people and youth in an understandable language, and widely promoted to the global community. This institution should not only tell about the past but also connect history, the present, and the future, defining the main directions of our development, – said Shavkat Mirziyoyev. Sections such as “Civilizations Before Islam,” “The First Renaissance Period,” “The Second Renaissance Period,” “Uzbekistan in the 20th Century,” and “New Uzbekistan – New Renaissance” will be established in the complex. Our President paid special attention to their scientific concepts and the conditions created. The history of these periods will be showcased through various artifacts, manuscript sources, photographs, and multimedia tools. Information about the diverse activities of scholars and thinkers such as Al-Khwarizmi, Al-Farghani, Al-Farabi, Al-Biruni, Ibn Sina, Burhaniddin Marg'iloni, Mahmud al-Zamahshari, Mirzo Ulugh Beg, Alisher Navoi, Babur Mirza, and Ali Qushchi will be provided. The contributions of scholars like Imam Bukhari, Imam Termizi, Hakim Termizi, Abu Mansur al-Maturidi, Abu Muin Nasafi, Qaffol Shoshi, Abdulhalik Gijduvoni, Najmiddin Kubro, Bahauddin Naqshband, and Khoja Ahror Vali to Islamic enlightenment will be thoroughly highlighted. At the same time, the activities of famous women who have left a deep mark in our history, such as Bibikhanim, Khonzodabegim, Gavharshodbegim, Gulbadan, Nodirabegim, Uvaysiy, and Anbar otin, as patrons of knowledge and enlightenment, have also found expression. This exhibition serves as a model for today's girls. The head of our state emphasized the importance and significance of the center's activities. – The essence of Islamic civilization and teachings is actually science, culture, education, and upbringing. The main idea and foundation of the center we are building is also this. The most important aspect is that the ancient past related to Islamic culture in our homeland will be embodied in one place – in this complex. A person who gets acquainted with the center will clearly see this history and understand that Islam is primarily a religion of peace, development, and tolerance, and recognize the great contribution of the Uzbek people to world civilization, – said the President. In line with this task, it is emphasized that it is necessary to deeply study the heritage of our great ancestors at the center and turn it into a life-giving force that can respond to the acute problems of today. During the process of familiarization with the construction works and exhibition, Shavkat Mirziyoyev gave necessary instructions on organizing the center's activities and enriching and improving its meaning and content. The head of our state also got acquainted with a presentation dedicated to Tashkent's tourism potential. Such projects have started in many places. Dozens of tourist destinations operating 24/7 have been established in the districts of Bektemir, Mirzo Ulughbek, Mirobod, Yunusabad, Yakkasaroy, and Yangihayot. The old city area of Tashkent has unique historical significance. Many foreign tourists come here in all seasons of the year. Therefore, the area is being specialized in tourism services. In particular, last year, such a street was established in the Gulbozor neighborhood near the Chorsu market. The culture and recreation park named after Abdulla Qodiriy is also being improved. Now, it is planned to establish gastronomic and tourism streets in harmony with these. For this, 17 streets and 32 closed streets have been selected. Additional infrastructure will be created while preserving the unique architectural appearance of the Old City. As a result, the number of entrepreneurs operating in the area will increase by 250, and 1,500 jobs will be created. Indeed, the father's actions cannot be justified by any reason. Hitting a child with a belt in such a cruel manner is absolutely unacceptable violence. However, if we look deeper into the incident, several questions arise. Why did the girl have to steal? Why did the father become so cruel? Is it right to limit ourselves only to blaming the father? A look at the father's mental state: It is said that the father has succumbed to fanaticism... Such a level of fanaticism may actually be a sign of a person being cut off from real life and being trapped in their inner world. Often, such situations arise under the influence of factors like stress, economic difficulties, and lack of social support. We do not know what is happening in the father's inner world, but any other person might resort to such cruelty, perhaps indicating that they are also suffering from some mental anguish. Violence can never be justified, but understanding the causes of such situations can be a step towards solving the problem. I have no intention of completely justifying the violent father; he must face justice before the law. The purpose of my writing this post is to ensure that such young ones do not continue to die for something as simple as a bun in the future, as society also bears some responsibility for this death... The role of schools and the education system: The girl stealing a bun due to hunger is a very tragic situation. A school is not only a place of education but also a place responsible for the safety, health, and well-being of children. If the school staff did not notice that the girl was hungry and in a difficult situation, that is also a problem. Perhaps the prices in the school cafeteria are too high for parents, or there are economic difficulties in the family. The education system should have mechanisms in place to identify families in need of social assistance and provide them with help. If the girl had received help in time, this tragedy might not have occurred. Society's responsibility: This incident is not just a problem of the father, the school, or the education system. This is a problem for the entire society. What kind of society are we living in? Why do people fall into such despair? Why is the problem of violence so widespread? Economic difficulties, unemployment, social inequality – all of these negatively affect people's mental health. Did no one notice that the girl was going without food? I mistakenly thought we were living in a time when helping those in need is at its peak (perhaps I have been living with this mistaken belief after watching videos online). As a society, we need to help and support each other. Paying attention to mental health and developing psychological support services are all very important. Searching for solutions: So, what should we do to prevent such tragedies? Strengthening attention to mental health: We need to raise awareness of mental health issues in society and elevate access to psychological help to the level of state policy. It is illogical for such services to be available only to those who can afford them. Supporting families: Expanding social assistance programs and providing more psychological support to families facing economic difficulties. Lectures that encourage patience do not work for people in situations similar to today’s father. Improving the education system: The number of psychologists working with children in schools should not be reduced but increased (they are performing administrative tasks), and teachers should also be provided with conditions to receive psychological help. Fighting against violence: Being uncompromising against any form of violence and ensuring the inevitability of punishment. This tragedy should be a lesson for us! We need to go beyond merely cursing the bad and blaming the wrongdoers on social networks; we must collectively seek solutions to the problem. It has been reported by the ombudsman's press service that cases of citizens obtaining loans from various commercial banks based on personal information have significantly increased in Uzbekistan. It is noted that in 2024, the ombudsman received over 6,000 complaints from citizens regarding economic rights. 9 percent of these complaints are related to fraud cases. While the number of such complaints was 110 in 2023, this figure increased by 42 percent in 2024. In 60 percent of the complaints, individuals who introduced themselves as representatives of Click company or Central Bank employees used citizens' personal information to arrange online loans. In some cases, loans were arranged from 5-6 commercial banks in the name of one individual. Regarding these complaints, the investigators of the Internal Affairs bodies sent orders to the commercial banks stating that these citizens did not use the loan funds themselves and that they were recognized as civil claimants, as well as to suspend the loan obligations and interest calculations until the guilty parties are identified. Article 36 of the Criminal Procedural Code stipulates that the written orders and decisions given by the investigator in their case are mandatory for all enterprises, organizations, officials, and citizens. However, despite this, banks continue to demand repayment of loans from citizens who have been defrauded. Based on the complaints in this area, the ombudsman filed 5 lawsuits in the interests of citizens in civil courts, and the loan agreements made with the banks were declared invalid. The loan funds taken in the name of one citizen were returned for their benefit, and moral damages were awarded. It is noted that the increase in complaints related to problems in this area is mainly due to the carelessness of the population, insufficient information security, and lack of economic knowledge. “It is essential to remember that as information technologies develop, new methods of fraud and deception are also being devised,” the ombudsman stated.
