The expert referees commission of the Russian Football Union reviewed the situation that occurred in the 38th minute of the derby match between the teams "Dinamo" and "Lokomotiv". This was reported by Euro-football.ru.
At that moment, referee Kirill Levnikov had awarded a penalty to the "white-blue" team’s goal based on the VAR signal. The commission unanimously agreed that Levnikov's decision was incorrect.
It was found that Caceres did not commit a foul against Rudenko. The hand touching backward did not affect the "Lokomotiv" player's ability to continue his action.
Additionally, the experts noted that the repeated footage provided by VAR was not of sufficient quality, which caused difficulties for the referee in correctly assessing the force and impact of the situation. In the match, "Dinamo" lost to "Lokomotiv" 3:5 at home.
