Why was Mashrabjon Roʻziboyev disqualified from the UFC?

The Uzbek MMA fighter Mashrabjon Roʻziboyev's contract with the UFC has been canceled. He signed an official agreement with the organization on February 11 and was expecting to debut at UFC Vegas 102 on February 16. However, plans changed.
Why was the fight canceled?
Mashrabjon Roʻziboyev was supposed to fight American fighter Jerad Gordon (20-7, 1). However, the fight was canceled because he was unable to make weight. The UFC decided not to give him a second chance and opted to terminate the contract.
In fact, Jerad Gordon was supposed to fight Kaue Fernandes (9-2) on February 16. However, Fernandes could not travel to the U.S. due to visa issues. After that, the UFC organizers decided to give Mashrabjon Roʻziboyev an opportunity.
