
The Senate Committee of Uzbekistan on Agrarian Affairs, Water Management, and Ecology sent specific questions to the relevant ministries regarding the payment discipline in household waste collection and removal services, as well as issues related to the implementation of the law. In recent years, it has been noted that the population's debts for mandatory payments for waste services are increasing. This situation necessitates the introduction of new mechanisms.
According to the law of the Republic of Uzbekistan adopted on March 7 of this year, if a consumer delays payment for waste services, they will first be warned via SMS. If the debt is not paid within 5 days, the acceptance of payments for their electricity will be temporarily suspended.
These rules are specifically outlined in the legislative changes for 2024. However, in practice, there are various uncertainties and integration problems between systems.
For example, the "HET" application of "Territorial Electric Networks" JSC does not display information on debts for waste services. The databases of "Territorial Electric Networks" are not fully linked with the "Clean Space" electronic billing system.
Additionally, it has been found that some consumers either do not have a contract for waste services or have incorrectly entered account numbers. These situations negatively affect the implementation of the law.
The Senate Committee requested the Ministry of Ecology and Climate Change and the Ministry of Energy to provide practical proposals for resolving existing issues. Starting from August 1, all debtors will be warned via SMS by the 5th day of each month, and if the debt is not paid within 5 days, payments for electricity will not be accepted.
The new mechanisms and laws encourage the population to strengthen discipline, increase responsibility, and make timely payments. However, until the systems are fully integrated, problems may persist in practice.
