
A new important decision has been made for the development of football in Uzbekistan. This was reported by Zamin.uz.
According to the President's decree dated August 21, 2025, the privatization of state-owned stadiums and football fields, as well as changing their purpose, is strictly prohibited. This restriction will be entered into the Cadastre Agency's information system, making it impossible to sell the stadiums and fields or change their purpose.
By the end of 2025, all state stadiums and fields will undergo a complete inventory. Their data will be uploaded to the "National Football Electronic Platform" by July 2026.
Additionally, fields with unknown owners will also be registered in the state registry, and their legal status will be clearly defined. The decree introduces the "Football Field in Every Neighborhood" program aimed at developing football fields.
It will start on October 1, 2025. Within the program, vacant state-owned lands will be put up for auction, and it will be mandatory to build a football field on some of these lands.
The purpose of the fields will be ensured not to change for at least ten years. The remaining lands will be used legally by the winning entrepreneur.
If the land is not sold within three months, its price will be gradually reduced from 10 percent up to 50 percent. At the same time, the possibility to pay in installments over three years will be provided.
Governors have been tasked with preparing and approving a clear plan for building football fields in neighborhoods by December 2025. The decree also sets other innovations in the football sector.
Land will be allocated to Uzbek legionnaire football players for opening schools and clubs. Buyers will undergo identification when purchasing tickets for football matches.
Moreover, a national football information system will be launched. According to officials, these measures will fundamentally develop football infrastructure and create broad opportunities, especially for the youth.
