
Starting from September 1, 2025, QR-coded passports will be introduced at all construction sites within the territory of Uzbekistan. This was reported by Zamin.uz.
This new regulation is an important step aimed at ensuring openness and transparency in the construction sector. On August 26, the Ministry of Justice registered the regulation “On the procedure for installing QR-coded passports at construction sites” (registration number: 3672).
Accordingly, QR-coded passports will be mandatory at all construction sites. The passports must be placed by the client at the entrance or in a clearly visible location on the day the construction site is registered with the territorial inspections.
They must remain permanently installed until the site is handed over for use. This allows the public to continuously monitor the construction process.
Construction passports are made from high-quality materials resistant to moisture, wind, and other external influences. The passport size is 2400x1200 millimeters and must be installed at least one meter above ground level.
This ensures it is easily visible from any point. After the site is registered by the territorial inspection, initial information about the site is uploaded to the “Transparent Construction” information system and a QR code is automatically assigned to it.
This system serves to make construction processes fully open and transparent and allows the public to monitor construction activities. With the introduction of the new regulation, modern technologies will be widely used in the construction sector, transparency will increase, and all transaction processes will be open.
