In the 'Initiative Budget', a project can win without votes
Significant changes are being introduced in the “Initiative Budget” system in Uzbekistan. This was reported by Zamin.uz.

From now on, projects related to social and public interests can be recognized as winners even without votes. This mechanism is aimed at expanding financing based on partnership between the state and the population.

According to the decree adopted by the President of the Republic of Uzbekistan on August 29, 2025, starting from 2026, if at least half of the social projects proposed by the population are financed by citizens, these projects will automatically be considered winners. The remaining 50 percent will be financed from the republican budget.

This new procedure serves to strengthen cooperation between the state and the public and supports public initiatives. Additionally, the new mechanism offers the following conveniences.

Projects will be declared winners even if the population does not participate in the voting process. Projects will be implemented at the local level without being dependent on the practice of breaks.

Furthermore, by October 1, 2025, an interactive map of the winning projects within the framework of the “Initiative Budget” will be launched on the “Open Budget” information portal. This interactive map will allow citizens to monitor in which neighborhoods the projects are being implemented and will make cooperation between the state and the population more transparent and open.

The new system plays an important role in supporting citizens' initiatives, implementing social projects quickly and effectively, as well as strengthening state-public partnership. Now every citizen can directly participate in developing their neighborhood and implementing important projects for life through their own initiative.
