
At the next session of the Legislative Chamber, the draft law "On Automobile Roads" was considered in the second reading. This was reported by Zamin.uz.
During the session, important changes regarding the development of road infrastructure and the introduction of new regulations were discussed. The draft law includes a mechanism for planning automobile roads, which envisions the development of road infrastructure in accordance with the growing needs of the population and the economy.
Additionally, requirements were established to take into account public opinion and environmental impact when designing roads, as well as to create a comfortable and barrier-free environment for pedestrians. This serves to protect public interests and ensure human rights.
The draft also provides for the procedure to cover the costs of restoring roads to their previous condition. The regulations for the use of roads by heavy vehicles will be further tightened, aimed at increasing safety and ensuring the long-term durability of the roads.
Furthermore, requirements for placing service facilities in roadside areas have been defined, which will help ensure the coherence of road infrastructure. The draft law also develops the legal basis for establishing a network of toll roads.
It is proposed that the construction of toll roads be permitted only when an alternative free route is available. This system will create new opportunities and choices for road users.
The amount of payment for using toll roads will be determined taking into account socio-economic needs and economic efficiency. The opinions and proposals expressed by deputies during the session were considered, resulting in the further improvement of the draft law.
The draft envisages the necessary legal foundations to improve road quality, maintain existing roads for a long time, and create a network of toll roads. This draft law has been sent to the Senate and accepted as an important part of the government's strategy for the development of road infrastructure (zamin.uz).
