
A presidential decree dated September 26 was adopted in Uzbekistan to support entrepreneurship and expand financial opportunities. This was reported by Zamin.uz.
According to this decree, a total of 4 trillion soums in financial aid will be provided through the “Entrepreneurship Development Company” joint-stock company in 2026 and 2027. With these funds, it is planned to implement at least five thousand new entrepreneurial projects.
Starting from November 1, 2025, up to 10 billion soums will be allocated through commercial banks for projects in the manufacturing and service sectors to form “champion” entrepreneurs. In addition, concessional loans of up to 500 million soums will be provided for small projects in the “green economy” and service sectors.
These loans will be refinanced at reduced rates of up to 6 percent. From December 1, 2025, guarantees of up to 10 billion soums will be provided to large entrepreneurs.
The amount of guarantees for medium and large business entities will increase depending on their turnover funds. For entrepreneurs with a good credit history, the guarantee amount will be increased by 1.5 times the current limit.
Starting from 2026, special privileges will be granted to small and medium businesses in remote areas. Loans provided to them will be refinanced at a rate 4 percentage points higher than the Central Bank’s key rate.
Also, the compensation amount for entrepreneurs who hire employees from poor families will be increased from 2 to 6 percent. These measures are aimed at further developing entrepreneurial activity, creating new jobs, and stabilizing the economy.
