
From October 1, 2025, a number of important changes will come into effect in Uzbekistan. This was reported by Zamin.uz.
They cover legislation, road traffic safety, sports infrastructure, the judicial system, customs, and environmental sectors. These innovations will positively impact not only the daily lives of ordinary citizens but also the effective functioning of state systems.
From now on, a state number plate and a category “A” driving license will be required to drive mopeds and scooters. Previously, the enforcement of this rule was set for March 1, 2025, but the deadline has been extended to October 1.
Any moped or scooter can only be operated after official registration and obtaining a state number plate. Additionally, the procedure for obtaining attractive number plates has changed.
Now, auctions for such plates have been canceled, and they will be issued based on a single payment. The payment amount will be determined by “Uzavtomotobelgi.”
Starting from January 1, 2026, the number selection process will be conducted online through an open database. A new program for building football fields in neighborhoods will be launched.
Vacant lands will be offered through electronic auctions, where stadiums will be constructed. The built facilities will not be allowed to be used for other purposes for at least 10 years.
This will serve to develop sports among youth and improve infrastructure. To improve the judicial system, the Judicial Academy will be established based on the Higher School of Judges.
Here, six-month training courses will be organized for candidates for judgeship. Students studying on a state grant basis will receive scholarships.
Those who successfully complete the course will have the right to participate in competitions for judicial positions. In the customs sector, the registration process for all import, export, and transit goods will be carried out through the “Single Window” system.
This will reduce paperwork for entrepreneurs and speed up processes. Subsidies and grants will now be provided gradually through special social cards.
This will ensure the precise and targeted use of funds. Also, production enterprises that negatively impact the environment and fall into categories I and II will be required to obtain a “Green Certificate.”
This certificate will be provided free of charge to enterprises that sign contracts by July 2026. Detailed information about these changes can be found on the zamin.uz website.
