
Based on the new law adopted in the Republic of Uzbekistan on November 27, 2025 (Law No. O‘RQ–1098), significant amendments and additions have been made to a number of legal documents. This was reported by Zamin.uz.
The main purpose of these changes is to prevent the illegal circulation of electronic cigarettes and nicotine tobacco products. In particular, a new article has been added to the Criminal Code, significantly strengthening liability for the production, sale, storage, transportation, import, or export of electronic cigarettes, vapes, nicotine liquids, and other devices prohibited within the country’s territory.
If these actions are carried out in a “large quantity” or repeated after administrative penalties have been applied, the following punishments are established: — A fine ranging from 300 to 500 times the base calculation amount; — Correctional labor for 2 to 3 years; — Restriction of liberty for 3 to 5 years; — Imprisonment for 3 to 5 years. Additionally, a motivational norm has been introduced in the law.
If the offender admits their wrongdoing, voluntarily contacts law enforcement agencies, and surrenders the prohibited products, they will be exempt from criminal liability. This measure was introduced to encourage participants in the illegal market to return to lawful activities.
Amendments have also been made to the law “On restricting the distribution and consumption of alcohol and tobacco products,” strictly banning the circulation of electronic cigarettes and liquids intended for them. The main goal of these changes is to protect the health of young people, prevent the spread of harmful habits, and reduce the illegal market.
Experts emphasize that these measures are of great importance in preserving the health of future generations.
