The Academy of Public Administration under the President will be reorganized
A presidential decree has been adopted regarding the measures to further improve the system of targeted training of promising personnel and their effective involvement in public administration and service.

According to the decree, the Academy of Public Administration under the President will be reorganized into the Academy of State Policy and Administration under the President.

One of the main tasks of the Academy is to regularly enhance the qualifications of civil servants and provide retraining, as well as to educate management personnel at the master's and postgraduate education levels.

Additionally, a Board of Trustees of the Academy of State Policy and Administration under the President will be established.

From July 1, 2025, the qualification enhancement and retraining of civil servants by state bodies and organizations will be organized based on the professional development needs of employees, and traditional, alternative, and independent forms of qualification enhancement will be introduced.

According to the decree, from October 1, 2025, short-term courses for enhancing the qualifications of leaders, candidates for leadership positions, and management personnel in public service will be introduced at the Academy.

From January 1, 2026, retraining educational programs lasting up to 6 months will be introduced at the Academy.

Starting from the 2025/2026 academic year, personnel will be trained in master's specialties such as "Comprehensive Development of Regions," "Public Administration," and "Human Resource Development."

From the 2026/2027 academic year:

- Personnel will be trained in master's specialties such as "Public Policy" and "Public Finance Management";

- Special programs (Executive MPA and Executive MBA) will be introduced for practicing managers to form a reserve of highly qualified and modern knowledge-based management personnel;

- Master's programs will be organized in cooperation with prestigious higher education institutions abroad through joint educational programs and modules.
