The President ordered the establishment of virtual reception offices in local communities.

During an important meeting chaired by President Shavkat Mirziyoyev, significant attention was paid to further improving the system for handling public appeals and conducting an in-depth analysis of public opinion. Zamin.uz reported on this.
At this meeting, it was decided to increase accountability at the mahalla level to resolve citizens' complaints and suggestions more quickly. Separate cabinets will be established for each mahalla within the President's Virtual Reception Office, with the responsibility of managing them assigned to the mahalla chairman and the youth leader.
These responsible individuals will study the root causes of incoming appeals and submit daily reports directly to the local executive bodies (hokimiyat). Additionally, a specific directive was issued to relevant agencies to fully integrate the Digital Mahalla system into the President's Virtual Reception Office.
Strict measures have been mandated for leaders who unjustifiably forward appeals to lower-level organizations. Penalties for violating the legal requirements regarding appeals are also planned to be strengthened.
The head of state emphasized that the results of socio-sociological studies must define the main directions of policy and reforms. To this end, the discipline of sociology has been reinstated, and a process for training specialist sociologists at higher education institutions has been launched.
From now on, instead of conducting one-off surveys, continuous monitoring and analysis will be carried out to identify where trust is growing or declining. Regular activities are being planned to determine which decisions are fair and which do not benefit the people.
The Presidential Administration and the Institute of Strategic Studies have been tasked with developing a rating system for regional and sectoral leaders, regularly analyzing it, and submitting the results to the head of state. To ensure executive discipline, daily monitoring has been established for the implementation of every assigned task.
Critical, open, and impartial information regarding leaders who have shown negligence or failed to take responsibility will be publicly announced.
