The Senate of the Oliy Majlis has taken under its control the issue of employing minors without identity documents and protecting their legal rights. This was reported by Zamin.uz.

Specifically, the lack of identity documents among minors from socially vulnerable families poses a serious obstacle to their future vocational training and integration into the official labor market. This issue is currently being raised as a matter of state importance.

Senator Malika Qodirkhonova sent an official request to the Youth Affairs Agency regarding this situation. The appeal emphasized the need for targeted support for minors who have been returned to their families from social and legal aid centers.

It is also required to provide practical assistance in obtaining identity ID cards and to develop clear measures for involving them in employment programs. According to analyses, as of April 2026, more than 14,000 minors aged 16 and 17 have been returned to their families from special assistance centers of the Ministry of Internal Affairs.

However, over 2,600 of them still do not possess an identity ID card. This is not merely a statistic, but a vital issue related to the education, employment, and legal work of thousands of young people.

Often, due to the difficult financial conditions of families, minors are unable to timely process their documents. As a result, they cannot be employed officially and face difficulties in accessing social benefits provided by the state.

Minors without documents are frequently drawn into informal labor, which increases the risk of their rights being violated. The Senator has requested the Youth Affairs Agency to conduct a precise registration of these youths and to provide them with close assistance in obtaining documents.

An identity ID card is not just a document, but a key means for a minor to access the education, healthcare, and legal protection systems. Reviewing this issue at the upper chamber level will help guide the lives of thousands of young people onto the right path.

In conclusion, it is appropriate to say that resolving the problems of minors without identity documents should become a priority task of state institutions. Providing documents to youth and ensuring their employment is an important step toward ensuring social stability in society.

Currently, the main goal is to support these youths not only on paper, but through practical measures.
