A new proposal related to family relations in Russia is causing intense debates. This was reported by Zamin.uz.
Mikhail Ivanov, a deputy from the Bryansk Regional Duma representing the "United Russia" party, proposed fining divorced citizens 40,000 rubles. This was reported by TASS.
The deputy presented this initiative at the session of the World Russian People's Council. He also proposed introducing a payment of 20,000 rubles for those entering into marriage.
According to Ivanov, the divorce fine could help balance the state budget. The deputy also emphasized the need to introduce legislation prohibiting the "discrediting of motherhood and childhood" and proposed limiting excessive freedoms.
This issue is also being actively discussed in the Russian State Duma. Recently, a bill was introduced to compel divorced parents to jointly raise their children.
According to this bill, if no agreement is reached, the court will determine the custody arrangements. Russia ranks third in the world in terms of the number of divorces.
According to data, eight out of every ten marriages end in divorce. In 2023, nearly 683,000 divorces were recorded in the country, while in 2024 this figure was 644,000.
At the same time, the number of marriages has also decreased. Official data indicates that starting from 2025, the payment amount for divorce will increase from 650 rubles to 5,000 rubles.
Officials evaluate this measure as a step towards strengthening families. According to survey results, 33% of Russians cited financial problems as the reason for divorce.
Fifteen percent of respondents pointed to family misunderstandings, and 14% identified infidelity and jealousy as the main reasons. Psychologists emphasize that the general uncertainty and anxiety environment in the country negatively affects the stability of marriages.
