The issuance of credit without the individual's participation is prevented
The law (No. O‘RQ-1043, dated March 4, 2025) introduced amendments and additions to the law on "Credit Information Exchange".
According to the law, the registry of individuals prohibited from entering into credit agreements is a single database maintained by credit bureaus that contains information about individuals prohibited from entering into credit agreements.
The Central Bank establishes the procedure for maintaining a coordinated registry of such individuals by credit bureaus.
It was also established that the minimum amount of the charter fund (charter capital) of credit bureaus should be 2 billion soums.
The Central Bank applies measures and sanctions against credit bureaus for the following violations:
?non-compliance with the requirements of legislation regulating credit information exchange and the activities of credit bureaus;
?violation of the rights of consumers of credit bureau services;
?the fact that the license was obtained using forged documents.
The Central Bank has the right to send mandatory instructions to eliminate these violations and impose fines of up to 5,000 times the minimum wage.
Additionally, an individual can prevent the registration of a credit agreement without their participation or knowledge by submitting an application to the credit bureau to prohibit the conclusion of a credit agreement.
The prohibition of entering into a credit agreement or the removal of such a prohibition is carried out voluntarily.
