
A soil landslide occurred at a construction site in the Yakkasaray district of Tashkent city, prompting the initiation of an investigation. This was reported by Upl.uz.
The investigation revealed serious violations in the permit documents and construction works. The incident took place on the territory of "Dilbulok" LLC, at a site being developed by the "Lyuks Loyiha" company.
Fortunately, there were no victims, but the event led to an investigation by the Construction and Communal Services Inspection. According to the official report, the main cause of the soil landslide was not a project error but a technical malfunction.
A transformer failure caused a power outage, which stopped the operation of pumping equipment. As a result, underground water entering the well was not discharged, and its level rose to a dangerous degree.
This situation caused excessive soil moisture and soil landslides, including at locations where underground parking construction works were underway, leading to a disaster. During the investigation, it was found that construction works were carried out in violation of the established procedures.
The residential complex is divided into several blocks. Block "A" is registered with the territorial inspection, but even in this officially legal area, the builder did not comply with the standards.
The inspections identified 11 violations, and the "Lyuks Loyiha" company was held administratively liable twice. The situation related to block "G4" is even more serious.
Although the project for this block was approved by the Architecture and Urban Planning Council, it did not pass the state urban planning document examination. As a result, the facility was not registered with the inspection, and the works started there are considered legally unauthorized.
The inspection has forwarded the collected information on the illegal construction case to the relevant law enforcement agencies in due order. This incident once again highlights the problem of monitoring compliance with urban planning legislation in the capital.
As a result of recent inspections, construction works have been halted at 59 sites. A large part of the Tashkent region consists of loess soils.
These soils have high porosity and lose their strength quickly when moistened, significantly decreasing in stability. Therefore, strict adherence to technological requirements is necessary in construction works, especially in foundation laying and underground works.
