
The Resolution No. 397 adopted by the Cabinet of Ministers of the Republic of Uzbekistan on June 30, 2025, is titled "Measures to Improve the Regulation of the Circulation of Chemical Substances, as well as Certain Toxic Substances that May Lead to Fire and Explosion." This was reported by Upl.uz.
This document will come into force on July 2, 2025, aimed at enhancing safety and preventing emergencies. Starting from August 1, 2025, obtaining a license for the creation, production, transportation, storage, and sale of explosive and hazardous substances will require the approval of the Ministry of Emergency Situations.
This new regulation serves to increase the level of control and reduce risks. During the licensing process, strict compliance with the requirements of the following key agencies is mandatory: compliance with environmental protection standards set by the Ministry of Ecology, Environmental Protection, and Climate Change; adherence to the transportation requirements for explosive and toxic substances by the Ministry of Internal Affairs and the State Road Traffic Safety Service; requirements for toxic substances classified as I, II, and III hazard classes according to the normative documents approved by the Ministry of Health; rules for the storage, transportation, use, and disposal of these substances under the supervision of the Ministry of Emergency Situations.
Additionally, the document approved a plan of measures to improve the regulation of the circulation of chemical substances that may pose a fire and explosion risk. This plan serves as a roadmap to further enhance safety in this area.
The adopted measures demonstrate the state's serious approach to national security and environmental protection issues. They are aimed at creating safe conditions for all citizens and reducing potential threats associated with working with hazardous substances.
