
A new phase has begun in Uzbekistan for the development of digital infrastructure and the expansion of communication coverage. This was reported by Zamin.uz.
The President's decree dated October 21, 2025, titled “Measures for the introduction of satellite communication technologies to increase communication coverage in remote areas of the Republic” is aimed at the widespread implementation of modern satellite technologies in the country. The main goal of this decree is to ensure stable and quality communication services even in areas where terrestrial networks have not reached and population density is low.
The decree clearly defines priority directions for the development of satellite communication systems. In particular, it is planned to create regulatory and legal frameworks for the introduction of medium and low earth orbit satellite systems.
This will allow the provision of satellite internet services on a licensing basis. Additionally, starting from January 1, 2026, for a period of five years, a number of privileges will be granted for the establishment of satellite communication networks.
Imported equipment, software products, and spare parts will be exempt from customs duties. Telecommunication services provided via satellite will be exempt from value-added tax, and operators' services will be exempt from profit tax.
Experts emphasize that this decree not only improves communication infrastructure but also creates significant opportunities in education, healthcare, logistics, and security sectors. The introduction of online services in schools and hospitals in remote areas, rapid data exchange, and increased economic activity will rely heavily on satellite internet.
The decree also addresses cooperation with international experience and leading companies in establishing satellite communication networks, technology transfer, and training of local specialists. Within the framework of Uzbekistan's digital economy development strategy, satellite technologies are expected to become one of the main tools for delivering high-speed internet services to all segments of the population in the coming years.
