This figure is the highest recorded since 1997, with about half of the casualties occurring in Gaza and the occupied Palestinian territories. Tom Fletcher, the UN Deputy Secretary-General for humanitarian affairs, described these attacks as a shameful proof of the international community's indifference and negligence.
The report highlights that in 2025, 36 aid workers were killed in Sudan and 3 in Ukraine. The incident in Gaza in March, where 15 emergency and aid workers were killed by Israeli gunfire, sparked international outrage.
In April, the Israeli army explained these incidents as command violations, and one commander was removed from his position due to a series of leadership-level professional errors. UN officials have described the situation as tragic.
