
For the first time in Uzbekistan, the right of workers to strike is being legally guaranteed. This was reported by Zamin.uz.
On September 9, the Legislative Chamber of the Oliy Majlis discussed the alignment of national labor legislation with international standards, following a proposal from the Senate. These changes aim to strengthen labor rights and ensure full compliance with the relevant conventions of the International Labour Organization.
The right to strike is an important right granted to a collective, allowing workers to temporarily halt work to express their demands when disagreements arise with the organization or enterprise management. This right serves to practically reinforce the principles of democratic governance, equality, and social justice, and is an effective tool for resolving labor disputes.
The draft law consists of 9 articles and introduces amendments to two laws and four codes. The most significant innovation is the inclusion, for the first time, of a clear definition of striking in the Labor Code.
Additionally, the procedures for initiating a strike, guarantees for workers, mechanisms for postponing and resuming strikes, as well as restrictions, are clearly defined. These changes eliminate gaps in national legislation and align workers' rights with international standards.
According to Article 98 of the new edition of the Constitution, citizens with voting rights numbering over one hundred thousand, the Senate, the ombudsman, and the Central Election Commission have the right to legislative initiative. Based on this, legislative proposals were first submitted by the ombudsman and then by the Senate.
