Regions with the lowest indicators in terms of the openness index have been identified

According to the announced Openness Index results for 2025, the khokimiyats (administrations) of Andijan region and Tashkent city recorded the lowest indicators. This was reported by Zamin.uz.
Additionally, the khokimiyats of Tashkent and Sirdaryo regions were also included in this list. This information is provided in a report by the Anti-Corruption Agency, which analyzed openness in the activities of state bodies and organizations.
It was announced that among the organizations with the lowest results are Aloqabank JSC, Toshshahartransxizmat JSC, the High Council of Judges, the Agency for the Expansion of Forests and Green Spaces, and Uzbekistan Railways JSC. These agencies and khokimiyats have been placed in the red category of the index.
It was stated that disciplinary action may be taken against the governors (khokims) of Andijan, Tashkent city, Tashkent region, and Sirdaryo region, who fell into the red zone. The Agency is submitting proposals to apply penalties prescribed by legislation against these leaders and to eliminate systemic shortcomings in ensuring openness.
Furthermore, a special comprehensive program of measures will be developed to improve activities. A total of 97 ministries, agencies, and local government bodies were covered in this year's evaluation process.
The inspections were carried out based on 8 main indicators and 84 criteria. According to the final results, 66 state bodies were placed in the green category, 22 in the yellow, and 9 in the red.
On a positive note, compared to last year, the number of agencies in the green zone increased by 34 percent. The number of organizations in the yellow and red zones decreased by 36 and 31 percent, respectively.
The highest results in openness were achieved by the Navoi Mining and Metallurgical Combinat, Uzgidroenergo, UzAvtosanoat JSC, the Transport Supervision Inspection, the Almalyk Mining and Metallurgical Combinat, the Ministry of Digital Technologies, and the Ministry of Justice. The errors of the leaders who fell into the red category and their correction plans are expected to be discussed separately at meetings of the National Council for Combating Corruption, the Cabinet of Ministers, and the Senate of the Oliy Majlis.
