
In Kyrgyzstan, water is recognized as a valuable and strategic resource, similar to oil and gas. This was reported by Zamin.uz.
Starting from 2026, the country plans to implement a new Water Code and carry out water usage entirely on a paid basis. This decision could significantly change the long-standing “water in summer, electricity in winter” exchange system practiced in the Central Asian region.
This issue is particularly important for Uzbekistan and Kazakhstan, as agriculture and industrial sectors in the region are directly dependent on water supply. With the new code coming into effect, matters of water distribution and pricing are likely to have a significant impact at the regional level.
In September 2025, Kazakhstan, Kyrgyzstan, and Uzbekistan signed a temporary memorandum aimed at maintaining the balance of water and energy. This agreement was intended to ensure the stability of the water and electricity exchange process in the region.
However, the main changes are expected to take place starting from 2026. Additionally, according to the new Water Code adopted on July 1, 2025, and effective from January 1, 2026, water in Kyrgyzstan will be valued as an expensive and strategic resource, similar to oil and gas.
This requires the introduction of new economic mechanisms, payment systems, and conditions for water usage. These changes may affect the water and energy balance in the region, necessitate a reassessment of water reserves for agriculture, and alter water usage mechanisms in industrial sectors.
For this reason, special attention is also being paid to this issue in Uzbekistan, as water supply and its stability have not only economic but also social significance. According to experts, the implementation of the new code will further emphasize the importance of proper distribution and rational use of water resources in the region.
Moreover, these changes will provide the population and agricultural producers with the opportunity to use water efficiently and in a planned manner.
