Cashback payment system for purchase limits in Uzbekistan may be canceled

In Uzbekistan, the cancellation of a one percent cashback system for citizens who register their purchase receipts through a special mobile application is being considered. This was reported by Zamin.uz.
Experts from the Scientific-Research Institute for Reducing the Shadow Economy have proposed reviewing this mechanism and replacing it with more effective measures. According to analyses, maintaining this system is becoming increasingly costly for the state budget.
According to experts, the amount of funds allocated for cashback payments is growing year by year. Based on calculations, if the current procedure remains unchanged, these expenses could reach nearly two trillion sums by 2026.
Institute representatives emphasize that the impact of the cashback system in combating the shadow economy is no longer as strong as before. Therefore, new approaches are needed to save budget funds while maintaining public interest.
According to the proposed new system, instead of guaranteeing a one percent return on all purchases, lottery games are planned to be organized in sectors with a high risk of shadow economy. That is, citizens who register their receipts will have the opportunity to win valuable prizes or large cash winnings.
This method is expected to encourage the public to demand receipts more actively. It should be noted separately that, as of now, the current cashback system has not been canceled, and citizens continue to receive their benefits as usual.
This proposal is currently under study, and no final state decision has been made regarding its implementation or the preservation of the existing procedure. Experts express confidence that these changes will be an important step toward ensuring economic transparency.
