The Cabinet of Ministers' decision on "Additional measures for the effective use of household plots and land areas of farms" has been announced.
It approved the procedure for organizing the effective use of household plots and land areas allocated on a lease basis.
According to the regulation approved by the decision, the control over the cultivation of crops on household plots and land areas allocated on the basis of lease is carried out:
- at the neighborhood level — by "neighborhood committees" and "neighborhood banks";
- at the district level — by working groups led by deputies of district (city) governors and district (city) headquarters;
- at the regional level — by working groups led by the first deputies of the Chairman of the Council of Ministers of Karakalpakstan and regional governors responsible for finance, economy, and poverty reduction issues.
In cases where no planting is carried out by farms on leased land areas (except for force majeure circumstances), measures will be taken by district (city) headquarters to re-lease the land areas. In this case, commercial banks, district (city) poverty reduction and employment departments will:
- implement exemplary projects for the cultivation of high-yield and export-oriented agricultural products based on the principle of "one contour — one product" on at least 40 hectares of land;
- assist in the implementation of projects by attracting leading entrepreneurs to organize the cultivation of products on the remaining leased land plots.
Based on the conclusion of the "neighborhood committee," the following impactful measures will be taken against individuals who have not planted crops or are misusing household plots and leased land areas:
- household plot owners and farms will not receive preferential loans within the framework of state programs;
- the benefits provided for citizens included in the single registry of social protection will be suspended;
- based on the data from the "Online Neighborhood" electronic platform, the land tax rate for the year in which no crops were planted will be calculated at three times the amount.
