
Three new higher education institutions are planned to open in the capital, one of which is the long-awaited N.E. This was reported by Upl.uz.
It will be a branch of the Bauman Moscow State Technical University. This plan was announced on September 8 during a presentation on education system reforms attended by President Shavkat Mirziyoyev.
The presented initiatives aim at a deep modernization of all levels of the education system, from preschool education to postgraduate studies. One of the main directions of the reforms is supporting the private sector in the field of preschool education.
In regions where preschool education coverage is below 80 percent, free land plots will be allocated to investors on a public-private partnership basis. Additionally, entrepreneurs will be granted preferential loans for up to 7 years, provided they maintain their business activities.
These measures will accelerate the increase in preschool education coverage, as despite creating 2.5 million new places over the past eight years, the overall coverage stands at 78 percent. Systematic changes will also be implemented in school education.
To develop students uniformly in moral and educational aspects and support their talents, a national idea concept will be introduced. This concept will serve as a methodological basis for all educational activities while ensuring students are not overburdened.
Moreover, a new vertical system will be established to support students and encourage their initiatives. Based on the existing “Barkamol Avlod” schools and youth centers, “Kelajak” centers will be opened, and a consultant position for supporting student initiatives will be introduced in schools.
Special attention will be paid to strengthening engineering and technical training. Engineering schools will be established under the agency of special educational institutions in 14 regions of the country.
These schools will provide budget-funded education based on a five-year STEM program. The program was developed taking into account the experience of the “New Uzbekistan” university.
Starting from 2026, to improve teaching quality and encourage competition, a national competition for the “Best Engineering School” will be organized with the support of the Presidential Award Fund. Higher education institutions also face significant changes.
Besides the branch named after N.E. Bauman, the TashTech Technical University and Olmaliq State Technical Institute will start operating in Tashkent.
To support future educators, from this academic year, the Abdulla Avloni State Scholarship will be introduced for 3rd and 4th-year students of pedagogical higher education institutions. Reforms will also be carried out in the field of science.
The mechanisms for awarding scientific degrees will be improved, and doctoral quotas will be formed in accordance with the country's priority areas of economic development. The role of the Academy of Sciences in conducting fundamental and applied research will be strengthened, and their results will be widely implemented in practice.
The President approved the presented reform package, signed the relevant documents, and instructed responsible persons to implement them qualitatively and systematically. A special school named after the great scholar Abu Ali ibn Sina (Avicenna) will be established in Tashkent.
