Shavkat Mirziyoyev explained why the Minister of Emergency Situations was dismissed
The Minister of Emergency Situations and his deputies were dismissed due to the increase in bureaucracy and violations of fire safety regulations during construction permits and building handovers. This was stated by President Shavkat Mirziyoyev at a meeting of the National Council for Combating Corruption.
“To eradicate corruption at its roots, special attention is being paid to reducing the human factor and bureaucratic practices. For example, during the process of allocating land to the population, citizens were often caught between the mayor and about ten agencies. Overall, this sector had become a “hotbed” of corruption.
With the complete abandonment of land allocation by mayoral decision and the transition to an auction system, this system has become more popular among the people.
The construction sector was one of the most corrupt areas. After the implementation of the “Transparent Construction” program, positive changes are also being observed in this direction.
Previously, the number of contractors involved in the construction of projects included in the investment program was less than a thousand. Last year, more than 4,000 contractors participated in the construction of 13,500 projects. Due to the digitization of the sector, 3.6 trillion soums of budget funds were saved over the past four years.

At the end of February 2025, Abdulla Qoldoshev left the position of head of the Ministry of Emergency Situations. Since 2018, he had effectively been the head of the ministry as the first deputy minister of emergency situations, and he was officially appointed as minister in March 2022. His position was taken by military prosecutor Botir Qudratxo‘jayev.
On March 4, new deputies were appointed to the minister: Khurshid Sotiyev began working in the position of deputy minister for emergency prevention, and Nuriddin Qodirov started as deputy minister for personnel issues and spiritual-educational work.
The position of deputy minister for construction and engineering protection is currently vacant. This position had been held by Shuhrat Jo‘rayev since August 2018.
Additionally, Khurshid Aliboyev, who was appointed as deputy minister of emergency situations in May 2023, is no longer on the list of deputies. Only one person from the previous leadership of the ministry remains – Sanjar Zuparov, who has been serving as the first deputy head of the Ministry of Emergency Situations since May 2023.
