Poor families will be categorized. The Presidential Decree on "Further Improving the Social Support System for Poor Families" (Decree No. PF-84, dated May 8, 2025) has been adopted.
According to the decree, starting from May 15, 2025, poor families registered in the registry and those at risk of being included in this registry will be classified into "red," "yellow," and "green" categories, and social support measures will be provided based on their category.
The "red" category includes families whose average monthly income per family member is less than the minimum consumption costs and meets one of the following criteria:
- at least one member is unable to work due to health conditions;
- has a dependent member, including a child with a disability;
- consists of a single elderly person or a single person with a disability who needs care;
- a family that has lost its breadwinner or whose breadwinner is in a correctional facility;
The "yellow" category includes families whose average monthly income per family member is less than the minimum consumption costs and whose members are able to work based on their health conditions.
The "green" category includes families whose average monthly income per family member is between 1 to 1.5 times the minimum consumption costs and meets one of the following criteria:
- the family has been removed from the "red" or "yellow" category;
- there is a high probability of the family being included in the registry of poor families.
